Most “envato elements vs shutterstock” pages line these two up like rival phone plans or rival photo shops. They aren’t rivals. Envato Elements is a design buffet — one subscription, unlimited downloads, built for volume across WordPress themes, After Effects templates, music, fonts, and slide decks. Shutterstock is a photo library with a footage aisle, priced per download.

Photos are about 20% of the Elements conversation. If your current task is eight client sites, Elements is the default. If your immediate priority is eight pictures of real people, Shutterstock is the right choice.

Notably, now Envato is owned by Shutterstock, Inc. since July 2024. However, it is not a shared login.

What is actually in each library

Elements lists 29 million-plus creative assets on the September 2026 pricing page. The shelves are stock video and photos, video templates, music and sound effects, design templates, graphics and 3D, fonts, and add-ons. WordPress themes and presentation files sit in that template shelf. Photos are one line in that list, not the store.

Shutterstock’s public cards are image-first. The 10-download plan uses the broader image library. Unlimited Images, $29 a month billed yearly, covers 83 million-plus of what Shutterstock calls its best images, plus 50 AI credits. Unlimited Plus, $69 a month billed yearly, adds video, music, and sound effects from a 100 million-plus selected set, with 100 AI credits. A homepage count in the hundreds of millions is a catalog boast. The plan you pay for is the selected set on the card.

File count is a footnote. A billion frames do not ship a WordPress kit. A theme store does not become a people library because the parent company also owns one.

Core on Elements is $16.50 a month billed annually, $198 a year, or $39 month to month. It includes the full stock catalog under a fair-use policy, plus 20 AI credits. Plus is $39 a month billed annually, or $59 monthly, with 200 AI credits and three parallel generations. Ultimate, on the public 1,000-credit tile, was $168 a month billed annually or $259 monthly, with 500, 1,000, or 2,000 credit choices. Students can save 30% on Core after verification. You do not need Plus to download a theme.

Shutterstock’s small-studio cards, same month: 10 image downloads at $25 a month billed yearly ($300), or about $45 if you refuse the annual bill. Unlimited Images at $29 a month ($348 a year). Unlimited Plus at $69 a month ($828 a year). A video-only plan was listed at $59 a month billed yearly for five clips. On-demand image packs started at $29 for two Standard downloads on a July 2026 public check. Packs can auto-refill. Turn that off if you wanted a one-time buy.

Three photo briefs, same week

I am not scoring a lab. These are the searches a small studio actually types.

Indian founder in an office. Shutterstock is the library. Filters for people, setting, and orientation exist so you can get close in two minutes. You will still reject a lot of glass-wall startups, but the pile is deep enough to find a face that does not look like a landing-page extra. Elements can return “business person at laptop” frames. Specific regional founders, real offices, and less-posed hands are thinner. If the ad is the face, do not pretend the buffet covers it.

Food flat lay. Closer. Both catalogs can fill a recipe post. Shutterstock has more working food photographers and tighter filters for overhead versus 45 degrees. Elements food often matches a template color grade, which helps when the photo has to sit inside an Elements cafe kit. For a brand that will run the same plate style for a year, search both for ten minutes before you subscribe.

Abstract fintech background. Elements is enough, and sometimes the better buy. This is a graphic job: grids, soft gradients, device mockups, presentation slides. Paying a people library for a blue mesh is the waste case. Shutterstock will have the files. It will not have the Keynote deck those files were built to match.

Take Elements photos for backgrounds, mockups, and frames that sit inside a kit. Skip them when a client would notice the face. Take Shutterstock when the search is a person, a place, or a job. Skip it when the deliverable is a theme or an After Effects project.

Video, music, and the files Shutterstock does not sell

Shutterstock footage is breadth. News-style b-roll, people walking, cities, products. Unlimited Plus is the card that includes clips without a second subscription. The 5-clip video plan is the metered version. Elements stock video is real, and it is not the same aisle. The Elements advantage is the project file: After Effects templates, titles, lower thirds, YouTube end screens, presentation decks.

Music sits on both. Elements includes tracks and sound effects on Core. Broadcast, live streams, and venue play have extra limits. Those rules live on the Envato Elements license page, not here. Shutterstock music on Unlimited Plus is a bed for the edit. Indemnity on music is often capped at the fee you paid, which is a different promise from the image indemnity number.

WordPress builds are not a Shutterstock product. Eight client sites need themes, block kits, and the license habit of one end product per site. That job is Elements, or a one-off ThemeForest buy if you only need a single theme. This page is not that buy-once versus buffet argument.

If the only fight is people photography between Shutterstock and Adobe Stock, that page owns it. Elements is the wrong third column.

The license box that gets refunds denied

Finish the job while you pay. That is the Elements rule in one line. A completed end product keeps its license after you cancel. A half-built site does not. Each download is for one end product. A second client site needs a new license, which you can create from My Downloads without paying again, while the subscription is active. You may hand the client the finished site. You may not hand them the raw zip to reuse. Merchandise of an untouched graphic is out. Music is narrower than a photo.

Shutterstock Standard, the license on the public image cards, covers websites, social, and digital ads, with up to 500,000 print copies and up to $10,000 indemnification per image. Video use of a still has a production-budget cap on Standard, commonly described at $10,000. Enhanced removes the print cap, allows merch and web templates, covers any production budget, and raises image indemnity to $250,000. It is a separate purchase. Editorial files are not a commercial license. A news photo on a product page is the fast way to get a claim.

Unlimited Shutterstock plans add a fair-use cap. The public unlimited FAQ limits daily downloads to about 100 assets so contributors still get paid. Some 2026 write-ups of the unlimited terms say you cannot start a new use after the plan ends. Metered Standard downloads are generally perpetual for the use you licensed. Read the checkout text. Do not assume a Shutterstock file behaves like an Elements end-product license, or the reverse.

Neither library lets you resell the file as stock, use it as a trademark, or pretend a model release exists when the file is editorial.

Six images a month. Shutterstock’s 10-download annual plan is $300. You use 72 files and leave 48 downloads on the table. About $4.17 per photo you keep. Month to month, the same 10-pack card is about $45, or $540 a year, for the right to cancel. On-demand 2-packs at $29 mean three packs a month, about $87, which is $1,044 a year. That only wins for a single quiet month. Elements Core is $198 and still the wrong product. The waste is not unused photo credits. Stock downloads are unlimited. The waste is themes, AE files, and music you will not open.

Forty images and two video clips a month. The 10-download plan cannot do this. Unlimited Images is $348 a year and does not include video. A 5-clip video plan is $708 a year. Together that is $1,056, and you leave three clip slots unused every month, 36 clips a year. Unlimited Plus is $828 a year for selected images, video, and music, with 100 AI credits you may also leave unused. Elements Core is $198 if those “clips” are After Effects templates or generic b-roll you can actually find. If the clips are specific people in a specific city, the $198 seat does not buy the footage.

Eight WordPress builds, 40 photos, six AE templates, and 10 music tracks. This is the cluster that exposes the fake comparison. Elements Core at $198 covers the kits, the AE files, and the music beds, if you register a license for each site and finish while you subscribe. Twenty AI credits a month go unused if you never generate, 240 credits in a year. Stock itself does not expire as a pile of credits. Shutterstock cannot sell the eight themes or the six project files. Unlimited Plus at $828 gets you photos and some music, then you still need Elements or a theme shop. The honest stack, when faces must look hired, is Core plus Unlimited Images: $198 + $348 = $546. If only eight of the forty photos are hero people and the rest are abstracts, Core plus the 10-download plan is $198 + $300 = $498, and you still leave unused downloads in months when the hero count is low.

Buying only Shutterstock leaves the builds unmet. Buying only Elements leaves the founder portraits looking like a template. That tension is the point. Do not flatten it into one winner.

Seats, handoff, and the shared login

Public Shutterstock image cards are single seat. A second designer on the same login is not a team plan. Teams and enterprise are a sales conversation, with custom licensing on the enterprise side. That matters if a client wants a bigger indemnity number than $10,000.

Elements individual is one named user. Teams, listed from $37.25 a month on the public pricing toggle, covers up to five members, one invoice, and a shared license that can sit with a person or a company. The owner invites and removes seats. Enterprise adds custom licensing, tailored indemnification, and SSO. Fair use still bans bots and account sharing outside that team seat.

Client handover is cleaner on Elements if you finish the end product and pass the license record from My Downloads. Write the seat into the proposal before you send a login.

AI tools, then stop

Elements Core includes 20 credits. Plus includes 200. Ultimate is the 500 to 2,000 band. The tools are image, video, voice, music, and graphics generation, with model names on the Plus card. Credits are the meter. The stock catalog is not.

Shutterstock puts 50 AI credits on Unlimited Images and 100 on Unlimited Plus, and sells a separate generative plan around $15 a month billed yearly for 100 credits. The pricing page names outside models, including Runway, Google, and OpenAI.

Label synthetic people. Do not use an AI face as a substitute for a released photograph in a regulated ad. Stock and AI output are not the same document on Elements. AI output is licensed as part of an end product, and Envato’s AI terms let Envato reuse what you generate, including for its own marketing. AI music cannot ship as a standalone track. When to stack, and when to cancel one

Keep Elements if you still open themes, AE files, decks, or music beds. Keep Shutterstock if the ads still need people, places, or editorial. Cancel Elements when the template work stopped, even if you like the photo shelf. Cancel Shutterstock when the face job stopped, even if Unlimited Plus feels like a mini buffet. Most studios that do both jobs will not cancel. They will resent a page that told them to.

Keep both when the face is the ad

Most readers will not cancel. The clean stack is Elements for kits, AE, music, and backgrounds, plus Shutterstock for people who cannot look like everyone else’s template.
